Haulage insurance is one of the most complex areas of commercial motor insurance. It covers not only the vehicles themselves but also the goods being transported, the legal liability of the operator, and the regulatory obligations that come with holding an Operator's Licence. This guide explains the key components of haulage insurance and what UK operators need to consider when arranging cover.

Operator's Licence Requirements
Any business carrying goods for hire and reward in a vehicle over 3.5 tonnes GVW must hold a Standard Operator's Licence (O-licence), issued by the Traffic Commissioner. Businesses carrying only their own goods in vehicles over 3.5 tonnes require a Restricted O-licence. The O-licence number must be declared to insurers when arranging haulage cover.
The O-licence imposes ongoing obligations on operators — including maintaining vehicles in a roadworthy condition, keeping accurate records, and ensuring drivers hold the appropriate CPC (Certificate of Professional Competence) qualification. Insurers will take the O-licence status into account when assessing risk.
Goods in Transit vs. Operators' Liability
These are two distinct but related covers that hauliers typically need. Goods in transit insurance covers the physical goods being transported against loss, damage, or theft during transit. Operators' liability (also called carrier's liability) covers the haulier's legal liability to the goods owner under the contract of carriage.
For international haulage, the CMR Convention governs the carrier's liability for cross-border road transport. CMR liability cover is an essential component of any European haulage policy. The maximum liability under CMR is calculated by weight, which may be significantly less than the actual value of the goods — making additional goods in transit cover important for high-value loads.

Haulage insurance premiums are heavily influenced by claims history. A poor claims record — particularly for at-fault accidents or cargo claims — can significantly increase the cost of cover or restrict the market of available insurers. Driver CPC & Qualifications
All professional HGV drivers must hold a valid Driver CPC (Certificate of Professional Competence) and complete 35 hours of periodic training every five years. Insurers will ask about driver qualifications when assessing risk. Drivers without a valid CPC may not be covered under a haulage policy, and using an unqualified driver could invalidate a claim.
Specialist & Hazardous Loads
Carrying hazardous goods (ADR loads), abnormal loads, or high-value cargo requires specific cover and must be declared to insurers. ADR carriage requires drivers to hold the relevant ADR certificate, and vehicles must be equipped appropriately. Abnormal loads require route planning, police notification, and specific vehicle authorisations. Failure to declare specialist loads can invalidate cover.
Regulatory Compliance for Haulage Operators
Haulage operators face a complex regulatory environment that extends well beyond insurance. The Traffic Commissioner monitors O-licence compliance and has the power to revoke, suspend, or curtail licences for operators who fail to meet their obligations. Insurance is a condition of holding an O-licence — a lapse in cover must be reported to the Traffic Commissioner and can put the licence at risk.
The DVSA (Driver and Vehicle Standards Agency) conducts roadside checks and operator compliance reviews. Maintaining accurate maintenance records, driver hours records, and tachograph data is essential. Insurers may ask for evidence of compliance systems when assessing larger haulage risks.
Trailer Cover
Trailers — whether owned or hired — can be included within a haulage policy. Cover can be arranged for trailers whether attached or detached from the towing vehicle. Refrigerated trailers may require additional cover for refrigeration unit breakdown and cargo spoilage. The value of trailers should be declared accurately to ensure adequate cover.
European Operations
Standard UK haulage policies provide minimum legal cover in EU countries, but comprehensive cover and goods in transit typically need to be extended for European operations. CMR liability cover is essential for cross-border work. Green card documentation may be required for some territories.
